MANAGER, KINGSTON PENITENTIARY TOURS

CLASSIFICATION: AGA 20 General Admin AM-20

COMPENSATION GROUP: Management Compensation Plan

SALARY RANGE: $75,444 to $ 97,373 per annum
Where candidates lack the full qualifications, an appointment may be made at a lower classification and salary level

PERIOD OF EMPLOYMENT: Temporary contract assignment, up to one year with possible extension

HOURS OF WORK: 36.25 hours per week

WHAT CAN I EXPECT TO DO IN THIS ROLE?

Kingston Penitentiary Tours is a multi-stakeholder partnership between the City of Kingston, Correctional Service Canada (CSC), and the St. Lawrence Parks Commission (SLPC). As Manager, Kingston Penitentiary Tours, you will:

• Be responsible to provide strategic support in the development and implementation of the business plan for the 2017 season, focusing on the development of key partnerships with community stakeholders critical to the success of this initiative.
• Negotiate agreements and financial terms between SLPC and its partners and service providers.
• Develop, assess and present proposals related to all programming concepts as well as report on progress of all activities to the highest level of officials at SLPC, City of Kingston and CSC.
• Attend media and partner events representing SLPC as management lead.
• Oversee the development of various business opportunities for multi-partner initiatives with key stakeholders; forging successful partnerships to create an expanded benefit to the community to ensure maximum economic benefits are realized.
• Participate in the development of and implement an effective organizational structure to respond to the roles and responsibilities of Kingston Penitentiary Tours to ensure a robust staffing model to sustain a seven-day operation.
• Be accountable to administer the business plan related to Kingston Penitentiary Tours in a fiscally responsible manner; direct forecast of funds required for operations, monitor and approve expenditures; implement staffing, revenue enhancement and cost containment measures as needed.
• Manage and direct the operational plan of Kingston Penitentiary Tours, including development of high quality and innovative product, ensuring optimum customer safety and satisfaction; maintenance of the facilities to high standards, following trends to determine methods to improve the product, service, efficiency, promotion, marketing, merchandising and performance of the operations.
• Develop and apply performance measures, reporting techniques and tracking tools to monitor and provide ongoing assessment of business development initiatives and implements corrective actions as required.
• Ensure fair practices in hiring, manage performance, provide training and development, promote a team work environment, handle disciplinary and labour relations issues.
• Create and maintain a safe work environment while ensuring compliance with Occupational Health and Safety legislation, government/agency requirements, accessibility legislation, etc.
• Work with the Marketing team on product marketing plans and budgets.
• As part of a service industry dedicated to customer satisfaction this position will involve some weekend and evening work.

HOW DO I QUALIFY?

MANDATORY:
• A valid Ontario Class G driver’s licence or equivalent to drive on Ontario highways.

PROGRAM ADMINISTRATION AND BUSINESS DEVELOPMENT:
You have:
• Knowledge and skills in business planning, program administration, marketing, tourism development techniques and emerging industry best practices in the area of historical attractions to ensure the effective implementation and delivery of the strategic business plan.
• A high level of administrative and financial management skills to coordinate and validate several programs and activities and to administer the budget in a fiscally responsible manner.
• Strong project management and issues management skills to successfully manage projects from start to completion including management of external stakeholders and suppliers.

LEADERSHIP, INFLUENCE AND NEGOTIATION SKILLS:
You have:
• Demonstrated experience leading teams, providing overall management to a large and diverse staff compliment including the evaluation of staff work performance.
• Strong leadership, interpersonal and change management skills to motivate, organize and lead staff in synergy towards a common goal.
• Proven negotiation and relationship building skills to resolve conflicts, influence stakeholders and develop strong partnership relationships both internally and externally.

COMMUNICATION AND STAKEHOLDER MANAGEMENT:
You have:
• Proven communication skills to deal with staff at all levels within SLPC, government and community officials and external partners/stakeholders.
• Demonstrated ability to deliver clear, concise analysis of complex issues to senior management and other members of the extended management team and to provide guidance and direction to staff and partners.
• Managed stakeholder relationships to successful outcomes.
